Moore, a lawyer, arrived in Western Australia in late 1830 to take up a grant on the Upper Swan. He was appointed Commissioner of the Civil Court in February 1832, then Advocate General in 1834. He accompanied Dale to the Avon Valley in 1831. Moore became Colonial Secretary of Western Australia from 1846 until 1847. In 1852 he left the Colony.
